A time-limited, one-to-one binding between a trip and a candidate driver. Offers are created atomically so a trip can never be double-assigned, then move through accept / reject / expire. They are the primary way trips reach drivers who aren't in open-accept mode; a rejected driver is locked out of that trip for ten minutes.

Tune how trips are offered to drivers

How long a driver gets to accept, how many can turn a trip down before it's escalated, and how long a rejecter is skipped all decide how quickly a trip finds a willing driver. This gives you those levers — tighten them for speed, or loosen them to give drivers more breathing room.
