Gates whether a given Driver+Vehicle pairing is VALID to form — the operability axis, deliberately separate from Capability (which answers whether a pairing can serve a Trip). Introduces Qualifications: a Driver HOLDS qualifications (truck licence, ADR/hazmat, CPC), a VehicleType REQUIRES qualifications of its operating driver; the pairing is valid only when the driver holds what the vehicle type requires — automatic and fleet-scaling. Also activates the currently-inert eligibleDrivers / eligibleVehicles whitelists as a manual operator lockdown for a specific Transporter. A licence must NEVER be modelled as a Capability (that would pollute the D-union-V trip-matching mask). Enforced at setDriver/setVehicle and at planner match-time.
