Makes WORKING transporters dispatch-eligible when they are close enough to their final drop-off that they can plausibly take the next trip. The driver's projected final-stop location replaces their live GPS as the dispatch anchor, so a driver five minutes from clearing in Ballsbridge can be offered a trip starting in Ballsbridge while still physically in Rathmines. Reclaims gap time between trips.

Idle drivers aren't always your fastest option — a driver finishing two minutes away often beats a free one across town. Soon-to-Clear lets a waiting trip go to a busy driver about to clear near the pickup, so passengers wait less and drivers spend less time empty between jobs.
