Plans the vehicle pool as a separately-managed resource: which vehicles (by VehicleType — truck vs van) are in service on a given day. Upgrades the coarse operationalStatus flag (proposed in delivery-mode cargo-model) to a time-bounded availability / maintenance calendar — "these 3 vans are down next week so exclude them from the plan". Procurement needs no feature: a new vehicle is just a new Vehicle row that becomes available. Answers "which vehicles are operational on the target day" for the planner.
