Driver-initiated counterpart to automatic zone entry: a driver declares the zone they are driving to and reserves a queue position stamped at declaration time (an "arrival contract"). They are shown in the queue but are not dispatch-eligible until they physically arrive, when they claim the position — kept if they arrive by the promised time, reduced by a tunable penalty if late, and never better than a normal on-arrival join. Gated by the dispatch.target Configuration. Useful for far-away high-value zones (airports, hospitals).

Reward drivers for heading where the work is

Drivers moving toward a busy area get no credit until they arrive, so they hang back and the trips there go cold. Target-Zone Dispatch lets a driver declare the zone they're driving to and hold a queue place from that moment — claimed when they actually arrive, trimmed if they're late — so drivers move toward demand sooner and busy zones get covered faster.
