Always-on safety net: auto-pauses a trip that keeps trying to dispatch without ever being accepted, then auto-cancels it if it stays paused. Keeps the dispatch pool bounded so a flood of un-fulfillable bookings can never degrade the system. Thresholds (default 8h to pause, 24h paused to cancel) are tunable per client.
