Hierarchical merge-preference resolution: each actor (Customer, Account, AccountDepartment, Trip) can declare a MergePreference that determines whether their trips can be combined and with whom. The optimizer resolves the effective strategy by walking the hierarchy (most-specific wins) and applies it as the pool-eligibility filter. Lets corporate accounts enforce "only with our employees" or "never share" without operators editing individual trips.
